If you're finishing a basement bedroom in the DC, Maryland, or Virginia area, one question always comes up: does the room need an egress window? The answer is yes — and for good reason. An egress window is a code-required emergency exit for any basement sleeping space. It's also what separates a legal bedroom from a room you're calling a bedroom, which has direct implications for how you can market and price the home when you sell.
What the Code Actually Requires
The International Residential Code (IRC), adopted in some form by every jurisdiction in the DMV, sets minimum egress window requirements for below-grade bedrooms:
- Minimum opening area: 5.7 square feet of clear opening (net, not frame size)
- Minimum opening height: 24 inches
- Minimum opening width: 20 inches
- Maximum sill height: 44 inches above the finished floor
Montgomery County, Fairfax County, Arlington, and the District all follow these IRC minimums. Some jurisdictions also require a window well if the window is below grade, and the well must have a minimum 9 square feet of open area and 36 inches of depth. A ladder is required in any well deeper than 44 inches.
What the Installation Involves
Installing an egress window in an existing basement foundation wall is a structural project with several phases:
- Structural assessment: If the foundation is concrete block, cutting an opening is more straightforward. If it's poured concrete, the cut requires a concrete saw and the opening must be properly framed with a steel or engineered wood header to carry the load above.
- Excavation: The exterior soil around the window well location is excavated. A properly sized window well is set into the excavation and anchored to the foundation.
- Window installation: A casement or single-hung window that meets IRC opening dimensions is installed in the rough opening. Casements are usually preferred because the entire frame swings clear of the opening.
- Drainage: The window well base is filled with gravel for drainage and connected to a drain pipe or the existing foundation drainage system. Proper drainage prevents water accumulation that would otherwise leak through the window frame.
- Interior finishing: The interior rough opening is framed, insulated, and drywalled. The window sill and trim match the rest of the basement finish.
Permits and Inspections in the DMV
An egress window installation in an existing foundation wall requires a building permit in every DMV jurisdiction. The permit process covers the structural opening, the window specification, and the window well drainage. In Montgomery County and Fairfax County, plan review times for egress window permits typically run 2–4 weeks. Factor this into your basement finishing timeline — work cannot legally begin until the permit is issued, and the installation must pass a framing inspection before walls are closed.
